AIMS & OBJECTIVES

Aims
To create a representative National Forum of professional, experienced and committed housing maintenance contractors in order to improve the quality and value for money of services provided to customers.
To encourage the membership to share experiences, innovation and best practice via regular meetings and an Internet web site designed to enable ease of communication and information flow.
To ensure probity in every aspect of the Forum’s activities.

In order to achieve our Aims, the following Objectives will be pursued:
Objectives
Influencing Government Policy and the Sector
We will make representation to Central Government, Local Government, Housing Corporation and the National Housing Federation in order to ensure the profile of building maintenance is raised.
Health and Safety
We will seek regular meetings and request speakers from the HSE to attend our seminars in order to ensure a clearer understanding of our particular needs and implications of legislation passed primarily for the construction sector.
Sustainability
Recognising that this vital issue is still not being seriously addressed by our clients, we will, through speaker invitation and the dissemination of information, become better informed to enable us where possible to influence clients in the specification of work. To this end we intend to work closely with Constructing Excellence in order to achieve this objective.
Training
Members are expected to be committed to the training of young people, re-skilling and multi-skilling, in order to ensure the long term viability and success of building maintenance. Recognising the shortage of good training establishments, good courses and good trainers, we will work closely with the CITB and Local Colleges in order to improve the current environment.
Best Practice
Members accept that commercial information will always be treated sensitively, however, with the implementation of the Egan Agenda and the move towards a quality over price evaluation, the sharing of best practice becomes an easier and more comfortable proposition. Best Practice will be shared at seminars and on the web site.

Procurement
We will promote the quality over price process as a method of securing a service provider. We will organise conferences and seminars where clients will be invited in order to share our experiences and views on the process of procurement and contract management.
Customer Interface
We recognise that we have a number of diverse relationships to manage and we are committed to the improvement of them all. This dialogue will be engineered via articles in the trade press and speaking at Housing, Maintenance and Tenant Conferences. All members will be encouraged to take part in this process in order to improve the profile of the Forum.

Promoting Research Projects
Recognising that we are in an age of technical innovation, we will sponsor research projects that will bring both improvements and enlightenment to the area of building maintenance.
Code of Conduct
HMCF seeks high standards of its members in line with the following Code of Conduct
Members shall:
Be required at all times to conduct themselves in accordance with this Code
Act in such a manner so as to uphold and enhance the dignity and reputation of the HMCF
Exercise professional skill and judgement in all matters relating to the HMCF
Promote the HMCF in their professional relationships as a centre of excellence
Members shall not:
Knowingly misrepresent the views of the HMCF
Use relationships gained through membership of the HMCF to gain important financial advantage for themselves, their companies nor to the detriment of customers
Any members breaching this Code of Conduct will be subject to disciplinary action by the Board.
Constitution & Rules
Board of Governors/Officers/Trustees
The Board shall initially consist of the Founder Members and the Officers shall be drawn from the representatives of Founder Members.
At the first AGM following the formation of the HMCF, a new Board and new Officers will be elected by the membership.
